Bill Payment Options, Payment Plans, and Becoming an Authorized User

Student’s bills become available in mid-July and are emailed to their ECU email address. Authorized users will also receive email notification of their student’s bill. All Fall 2026 billing statements are due August 4 by 5pm EST. If you are making a payment online through the student payment portal (TouchNet), please submit the payment by August 3 by 5pm EST. The following information covers ways to pay the bill, payment plans, and how to become an authorized user.

Payment Options

There are a variety of payment options that students and families can utilize to pay their tuition and bill statements. The following methods of payment are accepted by ECU Cashier’s Office for payment of tuition, fees, housing, and dining charges.

  • In-person at the Cashier’s Office using Cash, Check, Money Order, Certified Check, Debit Cards (PIN based only)
  • Online on the e-Billing web portal, TouchNet, using an e-check or credit card.
  • By wire transfer. For more information on sending a wire, contact the Cashier’s Office at cashier@ecu.edu or 252-737-6886.
  • By mail with a check. Make checks payable to East Carolina University and mail to:

Payment Plans

ECU offers two interest free installment payment plans each fall and spring semester. Students and authorized users can sign up for a payment plan through ECU’s TouchNet Bill+Payment system. An installment payment plan fee is due upon enrollment each semester.

Please keep in mind that ECU bills tuition by term. You must return to the TouchNet Bill+Payment website to enroll in a new plan each semester that you use a payment plan.

    Fall 2026 Semester Payment Plan Dates

    5-Pay Plan
    Plan enrollment begins – July 15, 2026
    Plan enrollment ends – July 29, 2026

    Due Dates:
    1st payment = due at sign up
    2nd payment = August 17, 2026
    3rd payment = September 15, 2026
    4th payment = October, 15, 2026
    5th payment = November 16, 2026

    4-Pay Plan
    Plan enrollment begins – July 30, 2026
    Plan enrollment ends – August 28, 2026

    *Please note: enrollment in the 4-Pay Plan must occur before the payment deadline of 5 p.m. on August 4, 2026 in order to hold a schedule through the First Schedule Cancellation process.

    Due Dates:
    1st payment = due at sign up
    2nd payment = September 15, 2026
    3rd payment = October, 15, 2026
    4th payment = November 16, 2026

    Spring 2027 Semester Payment Plan Dates

    Plan enrollment ends – December 9, 2026

    1st payment = due at sign up
    2nd payment = January 15, 2027
    3rd payment = February 15, 2027
    4th payment = March 15, 2027

    Plan enrollment ends – January 22, 2027

    Want to view and pay your student's bill? Become an Authorized User

    What is an authorized user?
    An authorized user/payer is an individual who is given access by their student to view and pay the student’s account.

    How can your student allow you to become an authorized user/payer?
    Your student will log into the eBill system through ECU’s Pirate Port, select Tuition Statements, 1098-T Statements and Payments. Student will select Authorized User and give a parent or guardian access based on their selections.

    Once this information has been submitted, the authorized user will receive email notifications which will include the authorized user link for login, user name and password. Students can add multiple authorized users.

    Please note that authorized users DO NOT have access to academic records or other personal information. In order for authorized users to receive information concerning academic records or to speak with an ECU Cashier’s Office representative about the account balance in detail, FERPA permissions must be granted by the student. For more information concerning FERPA and FERPA permissions, please visit Family Educational Rights & Privacy Act of 1974 (FERPA).

    If I recall correctly, the loans offered are automatically applied….i don’t see they ours is applied to the balance.
    Can someone please tell me how to go about getting this applied?
