When I look at my students account balance it shows housing application fee and housing application web pmt. Both with the same $135 fee. Does that mean I was charged twice?

How do we find out when a Parent Plus loan will be applied to my student's account? It doesn't seem like it took this long last year for the school to be notified and funds applied.
